Each group relies on different processes and information, yet their work often overlaps.<\/p><p class=\"isSelectedEnd\">Building a shared digital environment for such a network requires careful planning. Systems must exchange data, support local operations and remain reliable in situations where staff and volunteers work under pressure.<\/p><p>Through AI4Health.Cro, the Croatian Red Cross developed a digital roadmap, proposed system architecture and procurement framework for its future digital platform.<br \/><br \/><\/p><h2>Starting with digital maturity<\/h2><p class=\"isSelectedEnd\">The project began with an assessment using the European Union\u2019s Digital Maturity Assessment Tool.<\/p><p class=\"isSelectedEnd\">The assessment examined the organisation\u2019s existing capabilities, identified priority areas and established a baseline for future investment. This helped the Croatian Red Cross define its operational and technical needs before selecting software or approaching suppliers.<\/p><p class=\"isSelectedEnd\">For a national organisation with 132 branches, early decisions can have long-term consequences. A system designed around the needs of one department may prove difficult to use elsewhere. Separate applications can create duplicate records, inconsistent information and additional administrative work.<\/p><p class=\"isSelectedEnd\">The digital maturity assessment provided a structured basis for planning a system that could function across the entire network.<\/p><h2>Building a modular architecture<\/h2><p class=\"isSelectedEnd\">AI4Health.Cro then supported the development of technical specifications and system architecture.<\/p><p class=\"isSelectedEnd\">The proposed model is based on an interoperable service bus, a shared technical layer that allows different applications to exchange information. Its modular structure means that individual components can be introduced, updated or replaced without rebuilding the entire system.<\/p><p class=\"isSelectedEnd\">Four applications were identified as initial priorities:<\/p><ul data-spread=\"false\"><li>membership management<\/li><li>volunteer coordination<\/li><li>rescue services<\/li><li>refugee assistance<\/li><\/ul><p class=\"isSelectedEnd\">Each application addresses a distinct area of work, while the shared architecture allows relevant information to move between them.<\/p><p class=\"isSelectedEnd\">Membership data, for example, may connect with volunteer records. Rescue services may require information managed by another part of the organisation. Refugee assistance systems must support detailed case management while maintaining strict controls over sensitive personal data.<\/p><p class=\"isSelectedEnd\">A common technical foundation should help reduce fragmentation and provide a clearer national view of activities across all branches.<\/p><h2>Preparing for public procurement<\/h2><p class=\"isSelectedEnd\">The next phase focused on the documents required for public procurement.<\/p><p class=\"isSelectedEnd\">AI4Health.Cro supported the development of technical requirements, supplier evaluation criteria, contractual conditions and risk-management provisions.<\/p><p class=\"isSelectedEnd\">The quality of these documents can determine the outcome of a public-sector technology project. Vague requirements make bids difficult to compare, while overly restrictive specifications may limit competition. Requirements based on an existing commercial product can also create dependency on a single supplier.<\/p><p class=\"isSelectedEnd\">The Croatian Red Cross first defined what the system needed to achieve. Potential suppliers can therefore be assessed against clear requirements for functionality, scalability, interoperability and future development.<\/p><h2>Designing around everyday work<\/h2><p class=\"isSelectedEnd\">Employees participated in workshops and reviews throughout the project.<\/p><p class=\"isSelectedEnd\">Their experience helped the technical team understand where information is duplicated, which processes cause delays and where local branches need flexibility. Staff also identified tasks that take place under pressure and require particularly simple and dependable digital tools.<\/p><p class=\"isSelectedEnd\">This input allowed the proposed system to be tested against actual working conditions.<\/p><p class=\"isSelectedEnd\">The process also strengthened internal knowledge of digital architecture and procurement. That knowledge will help the organisation evaluate supplier proposals, oversee implementation and make informed decisions as the system evolves.<\/p><h2>A foundation for phased implementation<\/h2><p class=\"isSelectedEnd\">The Croatian Red Cross now has a digital roadmap, a proposed modular architecture and a basis for launching a structured procurement process.<\/p><p class=\"isSelectedEnd\">These foundations allow technical and organisational risks to be addressed before major investments are made. They also support gradual implementation, with individual applications introduced and evaluated before being extended across all 132 branches.<\/p><p class=\"isSelectedEnd\">For humanitarian organisations, digital systems influence how quickly information moves and how effectively teams coordinate support.
